Programme Management Department
Based on findings of the Sewerage Master Plan (SMP 2032), which has a 25-years outlook on capital investment, ADSSC developed the Capital Investment Program (CIP) in 2007 focused on sewerage infrastructure enhancements in order to cater to forecasted flows. Some of the resultant capital projects from within the CIP were combined as the ‘Strategic Investment Plan’ (SIP). This grouping of SIP was triggered by the long-term strategic nature of these projects. In order to effectively manage the delivery of SIP, ADSSC established a new business unit – the Program Management Department (PMD). Subsequently, the world-renowned program management consultant, CH2M Hill, was selected to facilitate the delivery of SIP through a dedicated Program Management Office (PMO) under the management of PMD. In 2008, SIP was re-branded as the ‘Strategic Tunnel Enhancement Program’ (STEP) .
The mission of PMD is “Utilizing ‘STEP’ to optimize investment delivery through provision of sustainable, environment-friendly and world-class sewerage system by using effective program management methodologies”. The main objectives for PMD are as follows:
• Design and Implementation of STEP in a timely manner
• Skill and Knowledge Transfer for Implementation of Effective Program Management Methodologies
• Utilizing STEP Brand to support Strategic Objectives of ADSSC
